PY 2012 Unsolicited Application

EMERGENCY SOLUTIONS GRANTS

Harris County Community Services Department (HCCSD) is releasing a PY 2012 Unsolicited Application for the new Emergency Solutions Grants (ESG) funding. All applications are due by March 12, 2012 to the Harris County Community Services Department at the address listed below. This application is only for activities related to Homelessness Prevention, Rapid Re-housing and funding for the Homeless Management Information System (HMIS) as required by the U.S. Department of Housing and Urban Development (HUD). Eligible activities for this application are described in the interim ESG regulations released by HUD on December 4, 2011. Applicants are encouraged to review the regulations as well as some of HUD’s technical assistance about the new regulations at http://www.hudhre.info/. Harris County also has a link to the regulations on the Funding Guidelines page

Harris County will host an applicants’ conference on Friday, February 24 at 9:30 a.m. at the Harris County Office of Social Services at 9418 Jensen. Please RSVP if you plan to attend to Kelly Opot at kelly.opot@csd.hctx.net or (713)578-2108. Any questions regarding the application should be directed to Ms. Opot by no later than 2 p.m. on Wednesday, March 7. Harris County will not be able to provide technical assistance on the application after that time.

DIsaster Recovery Round 2.2 Funding

The Texas General Land Office (TGLO) has released both a General Housing Activities Application and a Non-Housing Application for Texas CDBG Disaster Recovery Round 2.2 funding. Pursuant to the release of both applications, Harris County Community Services Department plans to apply to the Texas General Land Office (TGLO) for Disaster Recovery Round 2.2 funds to assist organizations that were impacted during and immediately following Hurricane Ike. The proposed projects will include funds to assist organizations with housing and non housing activities.

Eligible Housing projects include:

  • Acquisition with rehabilitation or rehabilitation of multi-family rental units, which corrects damage from Hurricane Ike and brings the property up to applicable local, state, and Federal codes and housing standards.
  • New construction of multi-family rental units that replaces units damage during Hurricane Ike or that house low-income populations that were displaced due to the storm.
  • Acquisition with rehabilitation or rehabilitation of single-family rental units, which corrects damage from Hurricane Ike and brings the property up to applicable local, state, and Federal codes and housing standards or that house low-income populations that were displaced due to the storm. Per the State’s housing guidelines, single family rental are seven or less rental units under common ownership on contiguous or scattered lots. Scattered site single-family rental units may exceed seven units, please consult the county for this option.

Note: Harris County has a priority for projects that provide supportive housing for homeless.

 

Eligible Non-housing projects include:

  • Improvements to infrastructure (water, sewer, drainage, roadways) damaged by or failed to function due to Hurricane Ike.
  • Repairs to community centers damaged by Hurricane Ike.
  • Generators to community centers, homeless shelters, MUDs, WCIDs, or FWSDs that lost power due to Hurricane Ike and failed to function.

 

Organizations planning to apply must be able to provide cost estimates and document the damage resulting from the Hurricane or a failure to function. On Friday, June 8, 2012, Harris County Community Services Department (HCCSD) will release its Program Year 2013 (PY2013) Request for Proposal (RFP). Please visit our Funding Guidelines page for questions regarding program requirements for the Community Development Block Grant (CDBG), Emergency Shelter Grants (ESG), and HOME Investment Partnerships (HOME) Programs. The timeline below provides an estimate regarding dates of importance- please continue to refer to this page for any further updates.
