CDBG Disaster Recovery Case Management and Unmet Needs

Notice of Funding Availability

 

Harris County Community Services Department (HCCSD) is preparing to release a Community Development Block Grant (CDBG) Public Service Disaster Recovery Case Management and Unmet Needs Request for Proposals (RFP) to assist low-to-moderate income victims of the 2016 Tax Day and 2016 May/June flooding events. We anticipate release of the CDBG Public Service Disaster Recovery Case Management and Unmet Needs RFP on or about Wednesday, August 31, 2016. Up to $250,000 of CDBG funding is available with this RFP for interested public service case management organizations that can:

 

·         Provide case management for impacted low-to-moderate income Harris County residents in Harris County’s Service Area that were affected by the two Presidential Disaster Declaration Events of April 2016 and May/June 2016

·         Have established relationships to assist impacted residents with accessing other resources for assistance, including provision of unmet needs assistance

·         Are affiliated with the State of Texas Disaster Recovery Activities and can assist impacted residents as the recovery process transitions from short-term FEMA assistance to long-term disaster recovery

 

This RFP will be due on Thursday, September 15, 2016, by 2:00 pm. Submit the RFP to Harris County Community Services Department located at 8410 Lantern Point Drive, Houston, TX 77054. No technical assistance or applicant conference is scheduled; however, questions regarding this RFP can be sent to jared.briggs@csd.hctx.net. The application with instructions will be posted on our Funding Opportunities page at http://www.csd.hctx.net/ps_rfp.aspx. Additional criteria and information will be posted within the application. Texans Feeding Texans Request for Qualifications

 

As part of the Texas Department of Agriculture’s (TDA) Texans Feeding Texans Home-Delivered Meal Grant program, Harris County is currently accepting applications from eligible organizations seeking a Harris County qualifying grant.  To be eligible, organizations must have an existing program that serves home-delivered meals to Harris County homebound elderly and/or disabled residents.  Organizations awarded a qualifying grant will receive the County Resolution Form, required for TDA application.

 

All applications are due to Harris County by Monday, September 12, 2016 before

4 p.m. at the Harris County Community Services office at 8410 Lantern Point Drive, Houston, TX 77054. Late applications will not be accepted.

Harris County Program Year 2017 Request for Proposals

Community Development Block Grant (CDBG) - General Activities Funding

 

Harris County Community Services Department (HCCSD) will soon release the Program Year 2017 (PY2017) Request for Proposals (RFP) for Community Development Block Grant (CDBG) General Activities under Bid Number #16/0164. The PY2017 CDBG General Guidebook and Applications will be available from June 27, 2016 to July 25, 2016 to all applicants and can be accessed on Harris County Purchasing Department’s BuySpeed Online page (https://bids.hctx.net/bso/). Please register to access the application under Bid Number #16/0164. Applications are due to the Purchasing Department located at 1001 Preston, Suite #670 (6th Floor) Houston, Texas 77002 by Monday, July 25, 2016, at 2 pm. Late proposals will not be accepted. Please visit HCCSD’s Funding Guidelines Page (http://www.csd.hctx.net/rfq.aspx) for general information about the CDBG Program. Updates will be posted on this page. ·         Streets, Sidewalks and Drainage Improvements

·         Park Improvements

·         Community Centers

 

Projects should be shovel ready with completed schematic design plans at time of submission. Priority will be given to projects that were damaged or failed to function during the April 17, 2016 to April 24, 2016, Presidential Disaster Declaration period. (*Note: The original NOFA sent on June 7, 2016, incorrectly stated the last day of the Disaster Declaration period as April 25th. The correct end date is April 24, 2016.*)
