What is the Consolidated Plan?

The Consolidated Plan represents the Harris County‚Äôs vision for improving the quality of life in Harris County, particularly in the low- and moderate-income areas.  It provides useful information about current conditions within the county, and identifies its strengths and weaknesses on community and economic development issues. The Consolidated Plan also explains the long-term goals and objectives for improving the housing, infrastructure, and quality of life of financially challenged residents, and states its specific plans for making improvements throughout the next five years.

Harris County assists low- and moderate-income individuals and communities by providing and supporting community and housing programs, facilities, and services through the distribution of Community Development Block Grant (CDBG),Home Investment Partnership Act program (HOME),and Emergency Shelter Grant (ESG) funds.

The Consolidated Plan is part of a comprehensive initiative by the U.S. Department of Housing and Urban Development (HUD) to encourage a unified vision of community development. It addresses the needs of unincorporated Harris County, as well as 15 cities in the county, which have signed cooperative agreements with the county.
