Neighborhood Stabilization Program

On July 30, 2008, the Federal government passed into law the Housing and Economic Recovery Act of 2008 (HERA) to address the growing foreclosure crisis nationwide. As part of HERA, the Department of Housing and Urban Development (HUD) established the Neighborhood Stabilization Program (NSP) to specifically address the needs of each community. Of the total $3.92 billion allocation for NSP, Harris County has been designated to receive $14,898,027 to administer NSP within the Harris County service area.

Harris County posted and made available on this website the Draft NSP Amendment from November 3, 2008 through November 18, 2008. The draft of the Amendment was posted on the website in English, Spanish and Vietnamese. In addition, notification of the Amendment was posted in the Houston Chronicle in both English and Spanish on November 3, 2008 and in the Saigon News on November 5, 2008. The Amendment was approved by Harris County Commissioners Court on November 18, 2008, at the Harris County Commissioners Court, 1001 Preston, Houston, Texas 77002.  Harris County submitted the Amendment, including comments, to HUD on December 1, 2008.
