Harris County Housing Policies The U.S. Department of Housing and Urban Development (HUD) requires that all participating jurisdictions establish policies relating to housing programs assisted with federal funds. The following policies have been established by the Harris County Community Services Department and apply to all projects receiving federal entitlement funds for housing activities.
