Emergency Shelter Grant (ESG)
Notice
State of Texas ESG applicants seeking Local Government Certification through Harris County must submit a cover letter, copy of their ESG application (or project description including target population, project location, measurable objectives, project budget and amount of requested ESG funds), and Local Government Certification form to
the Harris County Community and Economic Development Department (HCCEDD), ATTN: Daphne Lemelle, 8410 Lantern Point, Houston, 77054.
Each request will be reviewed by HCCSD and recommendation for certification will be submitted for approval by the Harris County Commissioners Court.
Requests for Local Government Certification submitted after the December 6th deadline will not be accepted.

Income Guidelines
Emergency Shelter Grant funds are available to 501(c)3 non-profit organizations that provide direct services to homeless persons or persons at risk of immediately becoming homeless.
Eligible activities under the ESG Program include:

Renovation, major rehabilitation or conversion of buildings for use as emergency shelters or transitional housing;

Essential services for the homeless, including housing, counseling, financial assistance, staff salaries;

Payment for shelter maintenance, operation, rent, repairs, security, fuel, equipment, insurance, utilities, food, and furnishings;

Homeless prevention activities, such as short-term mortgage/rent or utility payments, security deposits, first month’s rent, landlord-tenant mediation, and tenant legal services.

Please note that all ESG grants require a 100% match from non-federal sources.
