Community Development Block Grant funds are available to non-profit organizations and governmental entities. Examples of these include municipalities, county departments, Municipal Utility Districts, and 501(c)3 non-profit organizations.
These funds must be used to benefit low- to moderate-income persons in the Harris County service area, which includes unincorporated Harris County and the following cities that have signed a cooperative agreement with the County: Bellaire, Deer Park, Galena Park, Humble, Jacinto City, Katy, LaPorte, Morgan’s Point, Seabrook, Shoreacres, South Houston, Tomball, Waller, Webster and West University Place. The cities of Houston, Pasadena, and Baytown do not participate in the County’s community development program.
