The Harris County Community Services Department (HCCSD) is committed to strengthening Harris County's economy and improving the quality of life for Harris County residents. The department promotes economic growth by implementing programs that assist in the creation or retention of quality job opportunities, increasing business/industry growth, and growing the tax base throughout the county by encouraging housing and community development.
The merging of the county's community development and economic development programs allows for the coordinated effort of these activities and for the strategic and efficient use of federal and county tax dollars.

HCCSD is comprised of four operating and two support divisions: Housing & Community Development, Economic Development, and Social Services and Transit Services. The support divisions are Administrative Services and Financial Services.
Housing & Community Development Division
Mission is the creation of decent, affordable housing and a suitable living environment to enhance the quality of life for low-income individuals, the disabled and the homeless. Administration and operation includes processing of applications, negotiation of agreements, recommendations to Commissioners Court, compliance monitoring, compliance enforcement, and the provision of homeownership assistance and home repair services.

Transit Services Division
The Transit Services Division's mission is to establish and ensure an appropriate level of mobility options for transit-disadvantaged residents of Harris County that are not served by METRO.
